Hi, as I had the same problem, I thought I would reply.I tried creating a new local administrator account, still not able to change the time zone.I have Windows Home, so no Domain.Only if I enabled the Built in Administrator was I able to change the time zone in that account.I also tried reinstalling Windows (and all drivers) using the Windows 10 installation media tool. After the installation, with the account created during installation I was able to change time zones.
